The Opinions clarified that non-store retail operators, through relevant service providers engaged in sales activities, should submit information such as business licenses, business licenses, authorized business licenses, and other licenses required by laws and administrative regulations. The Opinions also stated that no retail operators or related service providers should express relevant information in a prominent manner when conducting promotional activities. Including promotion reasons, promotion methods, promotion rules, promotion deadlines, promotional merchandise scope, and related restrictive conditions.
