Premier Wen Jiabao of the State Council recently stressed the need to further strengthen energy conservation and emission reduction work in the national video conference on energy conservation and emission reduction, and elaborated on the main measures for China's energy conservation and emission reduction work in the future.
Wen Jiabao said that energy conservation and emission reduction should be regarded as the focus of strengthening macroeconomic regulation and control at present, as a breakthrough and an important starting point for adjusting the economic structure and transforming the growth mode.
Wen Jiabao stressed that it is necessary to effectively control the excessive growth of industries with high energy consumption and high pollution. Electricity, steel, nonferrous metals, building materials, petroleum processing, and chemical industries account for the bulk of energy consumption and pollution emissions. Curbing the excessive growth of these high-energy-consumption and high-pollution industries is an urgent task for promoting energy-saving and emission-reduction work, and it is also an urgent task for current macro-control.
Wen Jiabao said that backward production capacity is the source of waste of resources and energy and environmental pollution. Eliminating backward production capacity is an important means to achieve energy conservation and emission reduction targets. It is necessary to vigorously eliminate backward production capacity in industries such as electricity, steel, building materials, electrolytic aluminum, ferroalloy, calcium carbide, coke, chemical, coal, paper, and food. Wen Jiabao said that in the consumer sector, it is necessary to promote the application of high-efficiency energy-saving products. This year, 50 million high-efficiency lighting products will be promoted, and central government agencies will take the lead in replacing energy-saving lamps. Rural areas should vigorously develop household biogas projects.
It is understood that the state has identified thousands of enterprises as the focus of energy conservation and emission reduction work, achieving energy saving of 100 million tons of standard coal in five years and achieving energy saving of 20 million tons this year.
Other measures include promoting technological advances in energy conservation and emission reduction. Organize the implementation of special measures for energy conservation and emission reduction, set up a number of national engineering laboratories and national key laboratories, and overcome a number of key technologies and common technologies for energy conservation and emission reduction.
Vigorously develop a circular economy. Promote the comprehensive utilization of mineral resources, comprehensive utilization of solid waste, recycling of renewable resources, and recycling of water resources.
Improve the system and policy system. It is necessary to deepen reforms, eliminate institutional barriers that restrict energy conservation and emission reduction, and establish effective incentive and restraint mechanisms.
Increase investment in energy conservation and emission reduction. Establish an energy-saving and emission-reduction mechanism for government guidance, enterprise-based and social participation.
